Understanding Church Retirement Plans
What Is a 403(b)(9) Church Retirement Plan?
A 403(b)(9) retirement income account is an arrangement established or maintained by a church or qualifying church-related organization to provide retirement benefits within the 403(b) framework. It can help eligible ministers and church employees save for retirement.
At Lance Hocutt Financial Group, I help you understand your church retirement arrangement and how it fits with your income needs, investments, housing expenses, and family goals.
Who is a church retirement plan designed for?
Eligible church employees and certain ministers may participate, depending on the arrangement and applicable requirements. Participation is not necessarily limited to pastors. Your employment circumstances and the plan documents determine whether you can participate.
If you already have an account, we start by reviewing your plan information. If your church is considering a retirement plan, we begin with the organization’s goals and the needs of its team.
What does the “(9)” mean?
The “(9)” refers to the part of Section 403(b) of the Internal Revenue Code that addresses retirement income accounts provided by churches and qualifying church-related organizations. It describes a particular arrangement within the broader 403(b) retirement-plan framework.
A 403(b)(9) account is not a single investment product. Its investment choices and other features depend on the plan. Reviewing the actual documents helps you understand what your arrangement offers.
What should I review before making decisions?
- Eligibility: Who can participate, and when can participation begin?
- Contributions: What employee and employer contributions does the plan allow?
- Investments: What choices are available, and how do they fit your goals?
- Costs: What investment, account, administrative, and advisory fees apply?
- Withdrawals: When can you access the money, and what restrictions apply?
- Beneficiaries: Who would receive the account if you died?
- Tax considerations: What questions should your tax professional address before contributions, withdrawals, or transfers?
I help you connect these details with your retirement plan. Plan administration and specialized tax or legal questions may require coordination with the appropriate professionals.
Does a 403(b)(9) plan automatically provide a housing allowance?
No. Having a church retirement account does not automatically make every withdrawal eligible for a ministerial housing exclusion. A qualifying retired minister may receive eligible pension income designated as a housing allowance, subject to specific requirements and limits.
Eligibility for the housing exclusion is separate from eligibility to participate in the retirement plan. Confirm your circumstances and any designation with the responsible organization, plan administrator, and tax professional.
Should I keep my money in the church plan or move it?
That decision deserves a comparison of your current arrangement and any proposed alternative. Review costs, investment choices, services, withdrawal rules, and potential housing allowance implications before moving money.
I help you consider those tradeoffs alongside your income needs and retirement goals. We coordinate tax questions with your tax professional before you make a decision.
